RSA Professional Services to help provide secure access to centralized information systems
Maarssen, the Netherlands The Dutch Road Transport Directorate’s Center for Vehicle Technology and Information (RDW) now awards its garage owners certificates digitally using RSA Security’s (Nasdaq: RSAS) RSA Keon® digital certificate management software. The new system is designed to ensure the security required for the electronic exchange of vehicle registration data between the Road Authority and garage owners. When distributing digital certificates, RSA Keon digital certificate management is designed to ensure user authentication and data integrity. This streamlined and fully automated exchange process helps increase the speed and quality of service to garage owners while minimizing fraud and misuse of vehicle registrations. By streamlining and linking the Road Authority’s systems to RSA Keon software, the Authority can cut management and implementation costs in its Public Key Infrastructure (PKI).
The specialists at RSA Professional Services have developed and implemented a PKI that is designed to authenticate users. Together with the RDW, they have created a link between RSA Keon software and the Road Authority’s customer management system, including information about garage owners and other related data. The link is designed to make the monitoring and distribution of digital certificates reliable and efficient. Both the routing and the actual certificate distribution by RSA Keon Certificate Authority are based on procedures that are designed to be fully automated and secure.
Zeger Baelde, ICT Manager at RDW states: “Until recently, we commissioned out the process of distributing digital certificates to authenticate garage owners. In an effort to improve our service and drive our costs down, we wanted to take control of digital certificate distribution. The current PKI based on RSA Keon software meets our every need and expectation. Streamlined and efficient digital certificate distribution gives us the maximum guarantee of user authentication and data integrity.”
“RDW is very advanced when it comes to secure electronic data exchange”, says Radboud Beumer, Country Manager Benelux at RSA Security. “Based on our existing knowledge and experience in authentication and security, we can put together a reliable infrastructure with considerable speed. The Authority’s demands were high and time was short but, by putting our heads together, we were able to bring the project to successful completion.”

The services offered by the Road Transport Directorate’s Center for Vehicle Technology and Information (Rijksdienst voor het Wegverkeer, Centrum voor Voertuigtechniek en Informatie) cover the entire life cycle of motor vehicles and the documents they require. The Directorate has two core tasks. One is the admission of vehicles to the Dutch and European market based on technical regulatory requirements and the monitoring of vehicle condition according to environmental and safety requirements. To this end, the authority represents the Netherlands in the European forum concerning technical requirements. The second task is to store, manage, and make available vehicle data and documentation, including registrations, drivers’ licenses, and information about owners and operators. These data are important to the governmental authorities and the business world, for instance, to levy taxes and fines, check insurance, fight fraud and criminality, environmental protection, and to operate vehicle information systems.
